  • West Seattle Land Use Committee – MoCA has several participants. Two meetings have been held so far, good enthusiasm. Meetings are the 4th Wednesday of each month, at the WS Senior Center. The group is looking at comprehensive WS Land Use involvements and developments. Interested persons are welcome.
  • Barry reports re. Friends of Morgan Junction Park(s), that the triangle near Thriftway and the triangle near Juneau and Fauntleroy have both been cleaned up with support of volunteers from Peace Lutheran Church. The Morgan/Fauntleroy site has lots of small strawberry trees with will provide good foliage but open spaces – low maintenance.   • A storage box for tools and irrigation supplies has been installed at Morgan Junction Park. The final community volunteer clean up day will be Nov. 1 (2:00 pm to 4:00 pm). Check the activities of the junction parks on the West Seattle Blog and the Facebook page for Morgan Junction Park
  • Status of the development of the pocket-park at 39th and Willow was discussed, but no one present had been able to attend the Parks public meeting held in August. The property has been donated to the City for a park, demolition of the house is now taking place, but the park awaits further development. Next steps are unknown, other than all that will be happening at this time is demolition of the house and preparation of the site to site while funding is found to do the development of the property.
  • The expansion of the Morgan Junction Park continues as the Parks Department works to relocate the existing businesses No timetable has been set for future park development.
  • Pedestrian Plan – The City reviewed the proposal of a Pedestrian Zone for Morgan Junction, but decided not to establish a Pedestrian Zone in our area. There was a very mixed response to the proposal from our neighborhood. There will be a public hearing on the DPD recommendations when this goes before the City Council, probably some time in early 2015.

  • People’s Academy for Community Engagement – a 7 week course on community organizational leadership will hold another session in 2015. There will be 7 weeks of 4 hour sessions re. community issues (conflict resolution, community engagement, community organizing, etc). Classes are organized with District coordinators. Old Business:

  • Murray CSO (Combined Sewer Overflow Project) update – Hannah and Kelly represented the work being done at the site. The hillside has been stabilized and a waterproof ring has been completed. Community tours will be announced for interested neighborhood persons. Excavation and hauling are now under way, with an estimated 21,000 cubic yards being removed at the rate of 3 to 8 trucks per hour until early November. There will be Saturday work to a 60 foot depth. Concerns expressed over the haul-routes in congested neighborhood streets. CSO operation tries to hold truckers to a specific route – call the hot line (206- 205-9186) if there’s a problem. Concerns have also been expressed about the noises of idling trucks. The night-time work is now completed. Question was raised about possible repairs for damages caused by trucks along the route through neighborhood. That will be addressed at the end of the project. The four certified trucking firms are CTI, C&E, ProUSA, and A1. All truck loads should be covered.
  • Financial summaries were distributed for the 2014 MoCA Festival held in June. Thanks to neighborhood businesses and donors, we cleared about $200 for this year’s festival, enough to proceed with plans for 2015.   • California/Fauntleroy SDOT report: Concerns expressed regarding traffic patterns on non-arterial neighborhood streets, esp. the alleyway off 43rd Ave SW and the traffic on 38th & Graham. We’ll invite SDOT to our next meeting. We need to do some tallying of hourly traffic patterns.
  • MoCA membership previously endorsed the plan of the Nazarene Church to develop a vacant portion of their property near the corner of 42nd and Juneau for 6 townhome (semi-detached) housing units and a public-access playground/park area. That area, pursuant to the Neighborhood Plan of 1999, is currently zoned for single-family housing units. The proposed development is within the Urban Village specified in that Plan. We are asked to revisit our Comprehensive Neighborhood Plan, to provide stipulated language that would allow a single-case exception to that original 1999 Plan. This would allow the current multi-family proposal to proceed. The membership discussed goals for the proposed language that restricts the exception to church-owned property at the edge of our Urban Village plan with a historic building constructed in 1918, with a project that provides recreational space for public access, adequate parking for the proposed residences, supports overall community goals, is adjacent to low-rise zoning, and results in beautifying the existing church structure. There will be a community meeting on this proposal on Nov. 20th – time and place yet to be announced. The process to be followed includes:

Draft of Exception to Neighborhood comprehensive plan submitted to the Department of Planning and Development (DPD) – after Nov. 20

DPD will evaluated and accept language (or work to modify as needed to meet any code or legal requirements).

When DPD presents the final amendment and Future Land Use Map Amendment to City Council, there will a Public Hearing with comment period.


New Business:


  • Neighborhood Park & Street fund – The application made by Ginnie Hance from Ivy Court Apts. for $90,000 to repair sidewalk in front of apartment houses along West side of California Ave. has been approved. But SDOT wants the money used to repair the sidewalks along California and Morgan nearer the intersection. An additional $15,000 is needed to repair entire project of proposal. Since the trees whose roots caused the problem were planted by request of the city, the city will be asked to assume responsibility for the repairs. There may be other options to fill the funding gap that can be explored.
  • Straw vote of Morgan Community votes to recommend that the West Seattle Transportation Coalition (WSTC) endorse Proposition #1. (yes-7, no – 4, abstain – 5)
  • A proposal has been made to install a Little Free Library kiosk in the Morgan   Junction Park. Joe Parr Construction will donate labor to construct the kiosk, with a volunteer designer.
  • A proposal has been made to invite a department of City government to attend each of our MoCA quarterly meetings for the next two years, asking each department to send a representative to speak for 20-30 minutes of the services of that Department. The Department of Neighborhoods will be invited to the January, 2015 meeting to inaugurate this program.
  • A committee is formed to create a receivership protocol for funds designated as mitigation for local apartment block. Volunteers: Tod Rodman, Fred Madrid, and Ginnie Hance.
  • A committee is needed to nominate MoCA Board positions for Treasurer and Vice-President.

  • Chris Loeffler is looking for volunteers to assist with maintenance around of the “Walking on Logs” area on Fauntleroy. Of primary concern are the blackberry vines. He will make an application for a Neighborhood Matching Fund grant to rent goats to address this problem, and he asked for ideas from the membership
